Charlint is writen in Perl 5. You can get the source from

The World Wide Web Consortium uses English as its working language. Therefore,
the <EM>official version</EM> of a W3C document is the <EM>English language
version</EM> at the W3C site. However, we try to reach as many people and
organizations around the world as possible. Unfortunately, the W3C team cannot
translate W3C Recommendations because this would take away too much time
from our technical work. We therefore made it easy for others to help us
with translations, and invite you to volunteer to translate some W3C
Recommendation alone or together with somebody else.
