The structure of this testsuite is ad-hoc. In general we use directories for
sections and subsections and put the tests in there. File names follow the
nnn-text-name.ext pattern where nnn is a three-digit number starting at 001
text-name is one or two key words that reflect what's being tested and ext
is one of "htm", "xht", or "xml".

Tests can be reviewed by Anne, Henri, Ian, Lachlan, Philip, and Simon for
now. This list will be expanded in the future.

Because tests may move around the URIs are never stable. We try to minimize
URI changes as much as possible of course.
