HEAD. Superficially ok, but probably needs tweaking for merge breakage.

Remove links to sgml-lib/* from everywhere else except source/index.html (#99).

Hardcoded source download page to <http://validator.w3.org/source/> (#94).

Add reset button to front page form to alleviate the problem of submitting
both an uploaded file and an URI. Remove the extraneous Submit button.
And speculatively update whatsnew with a maintenance release ASAP (the
date may have to be changed depending on when we actually do the update).
