update catalog entry for XHTML 1.1

adding the REC-xhtml-basic-20080729 version of XHTML Basic 1.1

reverting the changes to the XML catalog proposed by validome team, as it seems to cause a number of issues.
This new version (1.28) takes 1.24 as base, plus changes to XHTML Basic 1.1 (1.27)

* Updating DTD for XHTML Basic 1.1
* Removing Catalogue entry for XHTML Basic 1.1 Document Model
   ... until I figure out a decent way to catalogue the XHTML modularization modules

fixing validome's typos

"OVERRIDE NO" before the fallback in the catalog.

WARNING: This change nukes "OVERRIDE NO" before the fallback in the catalog
which may break some edgecases horribly. Hopefully this will turn out to be
a more "correct" (or "less wrong", but...) solution, but it needs testing!
