Request diff between arbitrary revisions

In collaboration with (and mostly courtesy of) Valerio Proietti (mad4milk/mootools),
cleanup and revamp of the CSS and scripting used, mostly by the main UI of the validator.

Changes include:
* cleaner CSS for the UI
* (more) accessible, gracefully degrading tab and toggle scripting
* smooth, unobtrusive transition effects
* form styling
* Toggle and tab scripting now use mootools as framework, allowing for addressing of each "view"
 (e.g one can link directly to the "by upload", "with options toggled on"
  this was an issue in earlier toggle script versions for the CSS validator
* scripting with smaller footprint
* minor CSS changes (page and UI takes all width, etc)

"reset button" considered harmful (?)

Add "for" attribute to <label>'s everywhere as well as the corresponding id's
so that MSIE users can also just click on the labels.

Merging from validator-0_6_0-branch (at tag validator-0_6_1-release) to
HEAD. Superficially ok, but probably needs tweaking for merge breakage.

Add :verbose=[0|1] option.

For Valid pages, this controls whether the table etc. will appear at all.
For Invalid pages, this controls the level of detail in the metadata.

By default, Valid pages get no metadata and no "Revalidate" stuff; but
on the extended interface form the Verbose option is checked by default.

Get rid of empty-string-valued checkboxen.  They're dangerous an non-intuitive.
Yes, I believe this is safe to apply so close to 0.6.0, I need to get this out
of the way of other changes for The Release, spank me if I broke something
with this (can't be...).  See also:

Added new encoding 'gb18030'.

BTW, here is what has to be done for adding a new encoding:
- Check iconv on validator.w3.org to see whether encoding is available
- Check http://www.iana.org/assignments/character-sets to see whether
  correctly listed as a charset, and make sure to use the MIME preferred
  alias if there is one.
- add a line to the following four files:
      httpd/cgi-bin/check
      htdocs/detailed.html
      htdocs/file-upload.html
      htdocs/config/charset.cfg
would be nice if this could be concentrated in one or two places.

Continure redesign. Add unique titles for each page. Redesign navbar somewhat.
Move options to separate page. Shorten form on front page. Add @title. :-)
