revamping home page UI based on work made for CSS validator and Unicorn:
- usage of tabtastic for the method (uri, upload) choice
- usage ot toggle scripting for extended options
- menu moved to bottom of page, giving most important page
  real estate to form interface

porting 0.7.4 changes to HEAD:
* bringing back outline, removing parse tree output

* Simplifying markup of options table in results page
* removing checkboxes for legacy options
* adding explanatory tooltips in "extended interface" option table

One place less containing the doctype drop-down box.

Landing new parsing code; add -wmin-tag and -wfully-tagged to SP's options.
This gives warning about attribute and tag minimization and other things
that the SGML Declaration for HTML allows, but isn't implemented by any
browsers, and is a bad idea even if they did.

Option is enabled by default from /index.html and /detailed-form.html, but
is disabled by default in the code. May add option to enable by default
from the config file.

Close Bug #106 by tweaking/adding to charsets.

First cut at code to do fallbacks for charset/content-type/DOCTYPE.

Some logic is missing, side-effects are not mapped, and the behaviour
as a whole needs discussion. Not really 0.6.x material, but 0.7 is too
far away and we need this ASAP if there's to be any point.

I'm hoping peer review will take care of my doubts regarding this. :-)
