Forgot to conditionalize the empty query string check for
REQUEST_METHOD==GET so that the POST and DELETE methods
continue to work.  Also, put back the default path for
the debugging log to the way Eric set it; I didn't intend
to change it.  Need a way to configure the log path.

If no query string is given (i.e. no args) then display an Overview
file instead of the form.  The filepath is specified in annotate.prop
as an Overview: property.  A new query argument, 'explain' permits
forcing this display (via explain=true) even when the query string
is not empty.  This allows the bare URI to behave like an Overview file.
