Set up diff generation - ACTION-376 - for primer and guidelines. Now no more diff generation for framework, attachment and wsdl 11 ei docs (not needed anymore).

diff and build script to latest public drafts updated.

Updated guidelines last public draft property.

Put best practice generation in a separate task which is called from the main task, to avoid validation errors for the best practice document.

B) Regenerated Guidelines document diff since Nov 9th 2006
C) [ACTION-89] Created a new Guidelines document diff since action 77

First upload of assertion guidelines document.

Updated diff generation, now with diff to Last public WD 20060927.

Made framework and attachment doc valid again. Changed build file so that it validates the XML documents (was not the case before).

Build for glossary uses now saxon8, which is in a subdirectory.

Reversed the order of input to DIFFMK targets to generate the diffs

Changed glossary in attachment doc, to eliminate double definitions.
