common functions to use between various pieces of code in
the archive approval system.

This rev has many functions moved here from check-archive-approval
and snoop (modified slightly) and others added to support the addition
of spam brigade stuff.

This form allows you to request diff's between any two revisions of a file. You may select a symbolic revision name using the selection box or you may type in a numeric name using the type-in text box.
