Remove some indirect calls of functions  to get a better control of parameters.

+ add a better multi-frame managment : it's possible to select where to open a document's view + integration with TtaRaiseView (there is no user interface to choose)
+ add a "quick-split" button to the UI to allow user to quickly split the frame (the splited part is forced to show structure view)
+ bug fix: now allocated frames are not deleted, they are reused when a new frame creation is asked. If the frame is deleted, a strange bug appears : an event occure after the deletion of the frame and provoque a crash.
+ bug fix: now the opengl canvas is deleted when the parent frame is not used, then a new canvas is allocated when the frame is reused. If the opengl canvas is not deleted, a strange bug appears : the fonts are not drawn and colored quads replace it (maybe it's due to a probleme with opengl shared context and wxWidgets).

+ add traces to debug opengl/freetype fonts allocation _TRACE_GLFONT

TODO:
- when opening a new document, corresponding views should stay open and updated with the new document.
- when a frame is splited with the quick-split button, the second part should be the same view as the first one

  * GetNextChar allows to get the next Wide Char from a file or a buffer.
  * ParseHTMLError writes a multibyte string into the output file. This file
    is supposed to be UTF 8 for the moment.

- config.c
  New function: GetNextWideCharFromMultibyteString allows to read the right number
  bytes into a string coded in char* (bytes) and gives a Wide Char.
  This function is used in getFirstWord, getSecondWord, SingleWord, getStringAfterColon.
  It also will be used for the HTML parser.


- fileaccess.c
  New function:
  * TtaGetWideChar reads the right number of bytes to give a wide char
  * TtaWriteWideChar transforms a wide char into the right number of bytes and writes
    the bytes into a file.
  Modified functoins:
  * TtaWriteDocIdent
  * TtaCheckDirectory
  * TtaReadOpen

- uio.c
  New function: ufgets allows to read the right number of bytes from a given
  file to give a Wide character string which length is N (parameter of ufgets).
  If N > NB (number of wide characters remaining) then ufgets returns a
  Wide Character String whitch length is NB.
  if EOF then ufgets returns NULL.

- css.c
  Style sheets are handled as Wide Characters now.
  LoadStyleSheets is adapted to handle Wide Character Strings.

- mesage.c
  TtaGetMessageTable allowd to fill a table of Wide Character
  Strings from a file.

- registry.c
  New function WGetEnv.
  Windows provides _wgetenv to get system env vars coded in Wide Characters
  * WGetEnv does the samething on Unix.

  Modified functions:
  * TtaGetEnvString
  * TtaGetDefEnvString

- platforms.c
  Modified function: TtaFileExist.
