  <p>This is an updated Working Draft of the &title-req; specification. It has been

    href="http://www.w3.org/2008/WebVideo/Annotations/">Media Annotations Working Group</loc>, which is part of the <loc
      href="http://www.w3.org/2008/WebVideo/">W3C Video on the Web Activity</loc>. The purpose of this publication is to reflect the progress of the Working Group. There are still topics e.g. in the area of terminology about which the Working Group has not reached consensus.</p>
